can this be used out doors at night hanging under a shelter facing down on a fountain. permanent fixture?

It will work but may not last long because it's not rated as being weather proof and may collect moisture/morning dew since it is outdoors which will eventually affect it. Search for something that has an IPX rating being waterproof etc. I personally like solar products if you have direct sun to fountain.
