Can I use on an HP computer and do you recommended it for and 12-year-old-plus?

You should be able to use it on an HP computer (desktop or laptop). I'm using it on my computer which is a custom build and several years old running Windows 10 Pro. Most 12 years old are competent enough to use and take care of this kind of device when showed how; so, it should be good to go for 12+ years. The challenge would be more with the drawing/graphics software (Clip Studio Paint, Photoshop, Paint Tool Sai, etc.) you choose to use with this tablet, as each one has it's own pros/cons and learning curves. I would recommend Clip Studio Paint Pro (which I use) or Paint Tool Sai (which I've heard from others to be a good program).

Can I purchase replacement usb cable?

Of course, Amazon has lots of options for your consideration.

What size case does this need?

If you only want to fit the pad into a case you will need a case that is 37cmx21cmx1cm. If you also want to fit the pen and iterface cable in the same case you will need a case that is 73cmx21cmx4cm.
