The easiest way to format these would be to connect the cards to a windows PC or chromebook, right click the SD card and select 'format' you should see an option to select a file format, fat32 exfat or NTFS, choose fat32, reinsert into the fire tablet and it should work properly. If you don't have a computer with a card reader slot there may be an option to do this within the tablet options menu, or alternatively this can be done with a smartphone but the process will be more difficult although there should be a tutorial on Google.
