Is the light supposed to be on all the time even when the light switch is turned on? Also how much energy do these use?

The light is always on. Regardless the position of the switch. The electric use is minimal. Think 4 100ths of a watt. Maybe 9cents a year.

Is it quiet? No clicking sound?

It is quiet. There is no sound.

When the circuit if not closed, and the light is off, how does the bulb in the switch get electricity current?

There is a separate circuit for the light in the switch and the outlet or light that it controls. When you hook up the switch it completes the circuit for the internal light, but the circuit to what the switch controls isn’t closed until the switch is in the on position.

Can the switch be switched so that the light is on when the switch is on and off when off?

My only lights up when the light are off. Cannot switch. Kind of like a night light to see if you have to get up in the middle of the night. Hope this help.
