Yes it does fit a standard Co2 tank.

Do i have to buy two if im using a splitter for two tanks or does one control both?

The solenoid with bubble counter only can be used for one tank.

If the solenoid is not making a clicking sound does that mean it’s not working? C02 will not come through.

Possibly. If you've eliminated the cord and the outlet then it's going to be a problem with the solenoid.
