Honestly? No idea. But they are just smaller versions of normal freezable ice blocks so it’ll be water along with a freezing agent and a thickening agent I would imagine. Despite looks to the contrary the blocks are completely sealed so don’t worry about the inside leaking out because it doesn’t. However, the tops do come loose so may need glueing on. I wouldn’t personally recommend them for anything more than a lunchbox as they don’t stay frozen long. Hope that helped in some way.

Are these gell packs or do you fill them with water

They are already filled and sealed so it’s just a case of freezing them when you want to use them.
