There is a button on the side to turn them on. You click this button once and the lights flash twice and turn off - this means that they are in sensor mode, so they they will only come on when it's dark and they detect motion in front of the sensor. If you do a quick double press of the same button then the lights go into the permanently on position. Then a single click again turns them off. On the opposite side of the light there is a Micro USB charger port which you charge the lights up from (and they do supply a short cable). And that's basically it. For some reason if the leaflet is not in the box then you can always message the seller from the sellers contact page on Amazon and they can then email you a PDF copy of the leaflet which you can store away for future use.
