Why is there both sodium benzoate and citric acid in this? Doesn’t that make benzene which is a known carcinogen???

Sodium benzoate is a salt of benzoic acid, not benzene. Benzoic acid and it's salt are common food preservatives.

Can these work as babys mouth wipes?

In my opinion, the product is only safe for baby contact after it has dried. The 35% Food Grade Hydrogen Peroxide will cause major brain damage if you drink it. Just because it says "Food Grade" does not mean you can consume it, It merely means you can use the product as a sanitizer and after it has dried , it would be safe to use food with.
