What are the height, width and length of the product? The dimensions for the product don't state which is height, width, and length.

This was very important for me to know as well. The dimensions were in the description on Amazon when I was looking and these were the only ones that would fit my drawers. Height 9 inches; Width 12 1/4 inches; length 17 1/2 inches. You can make these shorter but not longer.

will this frame hold 12 x 12 hanging folders?

I have all 12x12 hanging files. I also did not have to alter the frames to fit my drawers.

2 packs being 4 frames for 2 drawers, right?

Yes, there are 2 frames in each pack,one for front and one for back of the drawer. The important part in ordering these is getting the right size regarding length of drawers. I have 2 different size file cabinets and I had to order 2 different frame packages . The rails come in different lengths but are adjustable by breaking off pieces in order to fit drawer size.
