How do you get it to disperse evenly throughout the mix?

What are you mixing it in? I mixed a handful in an 80 pound bag of cement with an hand-held cement mixture.

Does this work with plaster?

We see no reason that they would not work with plaster. Be sure to use these fiberglass fibers as nylon fibers might float to the surface and give you a 'hairy' finish.

Is it ok to mix these fibers in the concrete and use rebar

I am not a concrete expert but I added it to a hearth I was making and used chicken wire too. Make sure the fibers are not on the surface. They will look unsightly. I can't see why you couldn't use both.
