I won't speculate on this manufacturer's basis for the non-GMO claim, but citric acid (an ingredient in sodium citrate) can be (and sometimes is) made using genetically modified organisms. Example 1: the citrus plants (e.g., lemon trees) from which the acid is extracted might be GMO. Example 2: Either or both the fungus (e.g., aspergillus niger) and/or the molasses used to produce citric acid via the fermentation method could be GMO. Typically these are industrial scale processes, so frankly I would be shocked if the organisms employed are NOT optimized by genetic modification.
