Is this okay to use on engine block and head ?

No it is a silicon based sealant great for water pump/inlet manifold/rocker cover/ etc but not any parts continuously immersed in petrol or cylinder heads. (On many modern engines the cylinder head gasket is a "compound" gasket using several different materials, it is a precision part and no one "cure all" will be adaquate)
