The sizer rod is wrapped in plastic. I assume that it should be removed? There were no instructions/directions for unpacking/use.

I removed the plastic from mine. I think it's just for shipping to keep it from getting scratched. It will also make it harder to slide rings on and off it if you keep it on.

Do the rings provide half sizes?

Yes there are half size rings as well as whole size ones

How many mm thick are the sizer rings? Trying to gauge whether the sizer rings are thinner or thicker than the ring I want to order.

Do you think I’d be able to use this to reshape a ring?

Yes, you can use the stick, to reshape the ring. All you need is a jewelry hammer. And hopefully you know what you are doing and have the rest of the tools, suck as polishing machine and cleaning machine
