Can these be used to just cover the tops of a 96x48 inch table without using the leg options?

Not sure. We used them to cover our 8 foot long tables and they worked well.

what is the width for 4 feet cloth ?

Stretched it's about 4 foot being that's it's connected to the sides like you see in the picture and makes it's way all the way down... =)
