Does this record voice?

Sure. It will produce a low quality, muffled sounding recording of voice if you hold it close to your face. Any further than arms length and it struggles to pick up any sound at all.

Does the unit come with a blank cassette to record to ?

No it doesn’t and the cassette playback often is distorted and slow. You really get what you pay for here.
