Is this ideal for pre school portraits with high ceilings?

It softens the flash to cut down on harsh shadows, if you wanted to bounce it off a high ceiling you would need a high quality camera that can cope with very high iso's with a lens that would let the maximum light in. I use a full frame camera with 2.8 lens. and a flash that the camera adjusts the exposure working with the flashreasonably priced these days approximately £49 from Neewer but I would stick with the flash on the camera pointed towards the subject.

Will it fit Nikon SB-400 (mini flash)

Yes, it should. The fitting is adjustable and should fit the vast majority of speedlights. Note that the fitting isn't very secure however, and I "hacked" mine by putting some self-adhesive velcro around the outside of my speedlight, and stuck the other half of the velcro to the inner collar of the diffuser. Now it is completely secure.

Hi, will this fit the godox tt350f?

It works with my Yongnuo, so, if the Godox is a Speedlite style flash gun, it should be fine. It has a Velcro closure with some flexibility.

Will this fit my Nikon d7100 I intend to use it for macro work.

This designed to fit your flashgun, not built in 'pop up' flash.
