In theory, yes, it but would take some doing. You can cut nice curves however the cutter is quite heavy and it would be a tricky process to turn the metal as you cut. It works better if the metal is clamped.

what is the 40mm maximum cutting width

If by width you mean thickness, I have cut 2mm mild steel and it cuts with ease. If by width you mean how much is wasted by the cut, they are shears so cut like scissors so nothing is wasted.

Could these be used to cut windows in a van

Should be fine but you’d need a good-sized starter hole. And it separates the cut part from the standing part at quite an angle so yes you could do it (I admit I never have, but I have cut doors etc.) but personally I would probably use an angle grinder.
