One side has the 'rough' Velcro, the other side the 'soft' Velcro. It appears that the pad is designed to stick to one side or the other of the existing velcro-ed part of the seat belt, thus lengthening it slightly, with the additional extension added to the belt added for security.There were no instructions included and, try as I might, I cannot find any way to extend the Velcro belt without the 'rough' side of the Velcro on the pad sticking to my clothes. I have no idea if im doing it correctly or incorrectly as there is not even a picture diagram.
