This is definitely methylated spirit.

Any good for paint brush removal

If you have the brush still soft with the paint then it will remove it, but if the brush has hardened it wont work. You would need to use a brush restorer liquid to restore a hardened brush.

Can this be used to make hand sanitiser? Thanks

For sanitiser, alcohol strength needs to be greater than 62%, but Rustins do not put the strength on the bottle label, nor do they say what poison is added to make it undrinkable. They also no longer list it on their web site.
