Can I use this varnish on CDs and will it be weather proof ?

I've used it on plastic before with some degree of success but it doesn't hold to plastic as well as wood. I'm not sure about its weatherproofing ability but it will give good protection against knocks etc

Possibly. What have you decorated your phone case with? Paint or jewels? Is the case flexible or hard? This product would not be reliable for this use as it is vulnerable to damage just as your art work is. It would be better to invest in some shrink wrap plastic, (not PC I know), as it would provide a more durable cover.

Im planning to seal enamel mugs, wouls this product work for that purpose?

It isn't clear from your question what your items are. If they are commonplace enamel mugs for use to drink from they shouldn't need sealing. If you have enamelled them then the metal rims to the glass enamel will seal them and they shouldn't need anything more. If you have painted enamel mugs then you cannot use them to drink from unless you've keyed the paint to the enamel but in any case the DecoArt duraclear is only a polymer and subject to peeling on such an impervious surface. You need something more durable.
