The cable is meant to be a deterrent from casual theft. Serious professional theft, using bolt cutters or angle grinders, will still likely succeed.

Can this lock be used for a HP envy 13 laptop?

HP Envy 13 supports Kensington Mini Security Slot. This should work as it is a Kensington lock. Probably best to check directly with the supplier or even a quick email to HP. I would risk it but cannot guarantee it. Mine worked perfectly on some chromebook laptops.
