Can the stall force reach 30lbs? Can it effectively reduce muscle soreness?

I don't know what stall force is. However yes it reduces soreness and tightness (think IT band) I love it for warm up muscle activation as well as post workout DOMS and tightness.

Does it come with holding case?

Can I charge it over night without anything happening?

We don't recommend you charge your massager overnight, but you can do it and use the massager next morning.
