will it test a 3 volt button battery?

It can do 1.3-1.5 button cell only. It does have two nodes on the front that are for Lithium 3 volt batteries but it doesn't say "button" type. You charge the 1.5 size button by slipping into a slot on the right side of the charger and pressing that red button you see on the front.

Does the Battery Tester use an internal battery that must periodically be replaced?

No it does not use an internal battery, the meter gets its power from the battery being tested, the better the battery the stronger the test reading. The main purpose of this meter is to give you a general idea of remaining battery life.

Will this test 9volt batteries

Yes. It has 9 test positions, as follows: Button Cell & Zinc Air 1.3V -1.5V, AAA-N & Ni-Cad 1.5V, AA-C-D 1.5V, 22.5V, 15V, 12V, 9V, Photo 6V, Lithium 3V
