I can't really tell in the picture, but the surface that the bins are sitting on..is that like a flat piece of wood or how is it holding the bins?

The 2 bottom bins sit on the floor. The middle & top shelf are 2 wood dowels with fabric wrapped around them. I was pleasantly surprised by how much we're able to store.

Top : 8.5" x 9.75" x 7" - Middle: 11.5" x 9.75" x 7" - Bottom: 17" x 11" x 8.5" (L x D x H).

Do these bins pull out, or do you have to dig around in them stationary?

Is the stated height, 28", the height of the wooden sides of the shelf? Or is it to the top of the bins placed atop the shelf?

It is 27” to the top of the bins, ~23” to the top of the wooden sides. It’s 36 1/4” wide.
