One of the reviews said these are not good safe? Is that true? I was planning on wrapping the chocolate bars directly touching the paper side.

Oh no no -- I just did a hundred of these wrappers (covering the foil package of 1.55 recommended sized Hersey bars) -- if your plan includes unwrapping and rewrapping the candy bars, not only will some of the candy bars break as you open them to try to put them on the wrappers to refold, but the extra time and effort are without reward. Utube has a couple of examples of how to fold the Hersey wrappers around the bars that I found very helpful -- and these wrappers are a perfect size to cover and look Great! These are a great product

Could I "engrave" a message on this wrapper using a dull pencil or stylus? Or is this more like paper than tin foil?

It is definitely like gift wrapping paper and not foil.

Is it a roll or pre-cut?

The wrapper is pre-cut and very sufficient for the average candy bar.

Are they able to be printed on in a printer
