No. This is not intended for an aquarium.

will this work for tree cloning?

I'd look into the powder. This would likely work but there are several powders offered by hormex, one of which is specifically designed for difficult to clone Woody plants. I use this particular formula to reduce transplant stress and enhance root growth in hydroponics.
