Is the clock dimmer at lowest setting bright?

You can turn off the night light and the clock gets very dim when you turn it down. You cannot, however, dim the nightlight.

If there is an outage and because it has a battery will the sounds continue to work?

No, I don’t think so. According to the user manual, the battery backup is for saving Time and Alarm settings ONLY. Also, if there is power outage, the alarm will not go off.

does this need to be connected to wifi?

No, it doesn’t. It just need to plug into an outlet.
