My guess would be around 140 packs. Walmart sells 70 pieces that weighs 2.5 lbs.

How many skittles per bag?

Probably 12 or 13 individual skittles. These are the fun size bags like would be handed out at Halloween

Why does it say it's a 6 pack?

If they advertise 6 packs, and they very clearly are, they must send you 6 packs. That's the agreed upon transaction. If they only send 1 pack then that's a fraudulent sale and they would then owe you 5 more packs.
