There were no hooks in my box, where do I purchase those?

There should be a silver you shaped wire that fits in the holes on top of the black cap. Sometimes this slides and hides below the cardboard flaps within the Box. I hope this helps

What is the mixture if chemicals in this that attracts the mosquitoes?

Boric acid, water, sucrose and yeast are combined to attract mosquitoes if I understand correctly.

Why is it not available in California?

Each time we applied for registration in California they gave us a different reason the product could not be registered. The costs associated with trying to continuously make their requested changes (alongside the moving goal posts) was determined not to be worth the process for our company.

Will this kill knats to ?

These tubes do NOT lack carbon dioxide. That is the very premise of the product, the sugar attractant draws in the mosquitoes while the boric acid emits CO2 to kill the mosquitoes.
