I need a pair for my 9 yr old daughter, she wears big kid size 12. Will the smallest size fit?

The small will probably be a bit big in the body of the sock, but the toe dividers will probably be ok. We would recommend keeping them further out towards the end of the toes which effectively reduces the amount of stretch. We also recommend to gradually increase the time that they are used. So if you if you first put them on and they hurt after 5 minutes, that is fine, just remove and use again for a few minutes the next day. Your toes will get used to the stretch and gradually relax and allow a longer time more comfortably.

What size sock should I get if I wear a 91/2? Go down to a medium or go up to a large?
