Could this be mounted to a base and be used as a floor stand, or do you think the particle board split with screws?

I think the material is fragile. It is like some sort of particle composite sandwiched in a veneer. You could glue it to a base, that would work better.

I have cement walls in my basement, will this work on them?

No, it probably woundn't. It comes with nails but if you have something to nail in the cement then it should in theory.

Would I be able to fit a broadsword with a 5 inch wide blade?

I measured the cut out and found that at its deepest, it is ~2 7/8 inches. This will leave a significant portion of your blade exposed (5-inch wide broadsword). From the question you asked, I believe there would also be a significant chance of injury or the blade falling if contact was made with it while in the rack. Perhaps this rack would not be the "best practice" for storage and display of your weapon.

How much can this hold in weight?

it all varies It is a basic sword holder but i do have customer that have combat steel broad swords up there and it does hold them they range from 5 to 15 punds each
