No. It can be but not needed unless overclocking.

Does this card have the same layout for the water block as 3090? I have the 3080 water block that is compatible with 3080 , 3080ti and 3090 .

Doubtful. The EVGA 3090 Ti FTW3 Ultra card has a totally different layout and it even differs across brands mostly. At least that's what I have seen with the EK and Bykski water blocks

The latest model? All manufacturing has stopped on the RTX-30xx series, in preps for the new RTX-40xx series. But you can always go on their website and check your model.

Yes this is the latest model form EVGA but that is only because EVGA will not be making the 4000 series video cards. EVGA had finally enough of being screwed over by Nvidia and shut down their video card division and the 3090 will be the last Nvidia video card that I ever buy.
