No this is not a masking product, this is a double-sided tape for adhering pieces of say acrylic together or metals to plastic etc.

Can this be used to bind textile fabrics to rubber-like materials?

It’s likely to bond them well, but I have never tried it. Maybe you could acquire a small roll or sample to test it on your materials.
