Why does this have a prop 65 warning?

Well the reason for this boils down to bureaucracy and the litigious nature of the world we live in frankly.  The product itself contains no known chemicals that  are harmful, but California's laws are so  pervasive, they almost force a small business to list a prop 65 warning as the compliance testing and certification process to avoid it just isn't economically feasible.
Again, the stars contain no known chemical that would be harmful.

Question 2

Do the stars float?  I'm thinking of letting them float around in my fountain.

Yes, they most certainly do.....however just remember that exposure to a bright light source is key to getting maximum glow from them.  If you use them this way and it works out we would love you to post a photo in the product review area.

How long does the glow last

Depends on the brightness of the light and how long you expose them to it.....but if you expose them for at least an hour you can comfortably expect between 4-8 hours of glow

Do they work in Basements where the room has no windows

Absolutely!  The stars are reliant upon a bright room light to charge-up prior to each use, not ambient sunlight entering a room.  Here are our official Glow instructions............

**IMPORTANT** CHARGING-UP YOUR STARS IMMEDIATELY BEFORE EACH USE WITH A BRIGHT ROOM LIGHT IS KEY TO MAXIMUM GLOW PERFORMANCE.  For standard bulbs, use at least 75-100 watts and for LED or CFL bulbs, use one that is rated at 1,500 Lumens (or higher).  
Be aware that it's also important the light shines unobstructed onto the stars.  Ceiling fans with integrated lighting typically don’t work well because the light is directed DOWN, not UP onto the stars.  Lampshades that diffuse/block light vertically can be problematic too.

*The Illumaglow2.0 that powers your stars is formulated to glow in as little as just a few minutes of light exposure, but the brightest and longest glow is achieved by charging them for a minimum of 1 hour immediately prior to each use with your room's Light.  (Note: Sunlight typically does NOT work well because again, the light is not shining directly onto the stars the way it enters most rooms).
