I have Windows 10 and camera won't turn on without going into the Logitech gaming software settings. Does this camera turn on soon as it's plugged in?

No it won't turn on immediately. But become the new default camera automatically yes, once Windows finishes setting it up. You can then use it on third-party apps and other applications that have permission to use the camera.

Does this work for xbox one?

No only the Kinect works for Xbox
