Can the plant be nestled into the gravel still in the pot?

I would recommend that, they can’t grow their roots when their planted in gravel, I would recommend you to stuck them between rocks or glue them on drift wood, since that’ll allow them to grow their roots without a problem.

after i remove the wool can i place plant back in pot and plant in the little pebbles based on the bottom of my tank? is this ok ?
