I would say effectively, without falling over, I would say about 5 1/2 feet. This is dependent on if your floor is evenly leveled.

Would this stand up on carpet without falling over?

Yes, the only thing that holds it up is the folded parts being at an angle to each other so the type of flooring shouldn't make any difference as long as it's level.

I see that this is Painted-- does it have a strong chemical smell upon arrival??
