Does this have a strong odor?

no strong odor but if you have breathing problems I suggest wearing a mask when you brush it in the carpet, it creates a fog but works great. Hope this helps

I just looked on the label and it does not list diatomaceous earth.

How long is it before cats can go back in the rooms/house?

As soon as you vacuum the powder off the floors, it should be safe for your animals. My cats and dog did not show any ill effects when I let them back in after vacuuming.

How long does this product last before needing to treat again?

I used this product one time and never needed to reuse it again in the 12 months i was living in that house. My dog was an indoor dog though and we were very good at not bringing them in the house again.
