It is a pour bottle, and it comes out fast. I recommend making a small hole in the foil seal rather than removing it completely when you first open the bottle, it makes dispensing a small amount much easier.

Will this remove putty stuck to a blanket?

Yes, be sure to wash the blanket afterwards with extra detergent and warm water.

Can it help with oil on the wood surf?

I think not. I suggest Murphy's wood cleaning soap for that.
