Will this case work for CDs too?

Yes, although it is the size of a dvd case, obviously, so it's kinda oversized for cd's. The case is sturdy and I'm very happy with them.

What's the point of the clips doesn't look like it would be able to hold anything with the disc there?

Same clips as in a case for a single disc. It’s for a small card or paper ad like you usually see. Since there is just a tiny bit of room to slide a thin card or small paper in there even with the disc scored in there. Same as you might usually see if you have a regular 2-disc case dvd that didn’t splurge for the swinging middle plastic insert.
