Does this product arrive already constructed?

Hello, the phone holder will not arrive already constructed. It arrive with 2 components: the phone mount and the stand cable. Anyway, it's very easy to install and there is use directions for you to follow. Just 1 step and it will be constructed.

Can it be used w/ an iPhone 6s Plus? It is 6 and 3/4 inches w/ case? -longer than 6 inches.

Would it hold a phone steady as to film something on a table?

I mounted mine in my car so anything indoors should work unless u place it on top of a washing machine thats unlevel and on high spin. Your newer devices also have "steady shot" which levels out videos on top of the item being secure.
