Does it work for big holes in pool

I just patched a hole this week that was about 1 inch in diameter. I have been happy with them.

Can this by used to patch pool stairs?

You can use it, but it will not be a permanent fix. I used these patches on a tear in my pool liner, but after several weeks, the patch came off and has had to be replaced repeatedly.
