The action is not as smooth as say a Benchmade but it also doesn't have a price point over $100. Its action in my opinion is solid and opens with little to moderate effort. I'm sure with a little oiling and breaking in it will flip open with one hand fairly easily. I own both the AUS8 and D2 versions of the Rat 1 and for $40 the D2 Rat 1 is hard to beat!

Why does it say manufacture is Ontario when it’s stamped Taiwan.

Ontario knife company has these made in Taiwan even though they are an American knife company. A lot of companies do this to control cost on there budget products. It's still a well made knife

Can I get the same knife in all black ?

You can get the rat 1 in all black, g-10 with oxide coating but it downgrades it significantly to I believe aus -8 stainless
