Can you use just a regular hammer to place these tacks onto whatever upholstery item youre putting them on?

I've used a regular tack hammer on them but the special hammer is less likely to dent or damage them.

Are there nail guns that fit upholstery tacks

I doubt that there are because the decorative heads are not uniform like the heads are of regular nails that will work in a nail gun. Plus I don't think any of the decorative tacks would be sturdy enough for a pneumatic nailgun. I used a small upholstery tack hammer.

Are this tacks stainles steel?

No, They are regular steel with Nickel Electroplated finish, these can be used indoor application for many years without any problem, but cannot use outdoor or bathrooms etc.

will these work on my Xterra Headliner?

I don’t know. These have to be nailed into some material. Mine were used on wooden chairs.
