Will these work for atf form 1 firearm application?

I think so. I used them for my local police to send away to Virginia for an out of state CCW. I had no issues

What is the difference in the ones you buy vs. downloading the form from the FBI's website?

Has anybody used these recently (2016 or late 2015?) and them go through and accepted ok?? Are they the latest version of the form?

I used them in November 2015 and they were accepted by the agency that requested it.
