How much would this dull the Alclad chrome finish?

I used Spaz Stix mirror chrome paint with an Alclad black primer. The dulling was minimal; barely noticeable. If I had taken more care in applying primer and paint coats by sanding with 1000 or 2000 grit sand paper between coatings it would have been much shinier. A Captain Phasma cosplay at Star Wars Celebration in April had a mirror finish using this method.

Is this a true lacquer, or an acrylic? Someone posted clean-up was with water, so is this used mainly with Tamiya and Vallejo paint sets?

It's not lacquer. The ingredients as listed on the bottle are water and polymers. You use water to clean it out of your airbrush, but it also says do not let it dry in your airbrush. If you do, I don't know what would cut it. It's used to gloss any flat finish. I use it on Model Master flats. But it can also be used as a primer on bare plastic.

What is the recoat time for this product?

Depends on your first later. If you spray it on thin, you can immediately spray again in 5 minutes. You should be shooting the first layer thin.

I do not have airbrushing gear. can this be sprayed through an hvlp gun, 1.3mm nozzle?

Viscosity wise...yeah, I think it can go through that gun just fine...however, the directions state 20-30psi. I don't know how your gun performs at that pressure.
