So is this just an octane booster? There are some buzz words in the description, but chemically what does this do to "increase engine performance"?

High octane increases HP substantially on direct injected turbo boosted engines. Octane rating is a rating for how much the fuel can withstand compression without detonating (knock)-(leads to misfires). There are several benefits to using this product and even a higher octane fuel.

will it clean a fouling plug ?

Modern engines usually maintain a fuel to air ratio on their own - through the computer.  A fouling plug can mean several things, some requiring engine maintenance or it just could be you are using regular when you should be using supreme.  Before using any additive you need to insure the engine fuel system is working properly, so replace necessary parts like the plugs, injectors and the fuel filter.  It helps to have a vehicle fault code reader.  Liqui Moly makes a Fuel System Cleaner, that will reduce residue buildup in the cylinders  and other gunk that gets into the fuel through poor storage practices.  If there are no serious identifiable fuel system problems, run two cans of the Fuel System Cleaner through the vehicle, one each in a full fuel tank.  This will improve minor engine roughness. Liqui moly says to add to a tank before fueling but it's not crucial, just add it and go, that's how I've always done it and it works fantastic
