Do you need to use both the matte primer and glowy topper together in order for it to work? Or can I just use the gloss?

I use it varying ways, depending on the look I want. Sometimes it's just the primer, sometimes it's both, and I usually carry the topper with me to touch up through the day. So yes, you can use just one or the other.

Is it the primer in the black tube or the red tube that plumps your lips?

The black tube with the doe foot applicator is the matte primer. The red tube with the paddle applicator is the glossy topper.

The instructions state that you should apply lipstick after application. Can this be used on its own without leaving residue or anything?

It can be used on its own doesn't really leave any marks bur I also find if it doesn't stay moist it doesn't work long
