The best way to remove the adhesion is to use an adhesive remover such as 3M 08987, which comes as a spray can. Let the adhesive remover soak in for a few coats. It breaks down the adhesive. Then you can easily scrape up the broken down adhesive with a hard flat surface such as a plastic credit card.

can I use this to apply to the backside of a patch, cut out the edges and then attach the patch to a garment?

Don't think it will work on fabrics

Is this safe to laser cut? If so, are the edges of the transfer paper easy to peel off?

Not sure about laser cutting. Peeling it off was tricky. Needs to be done carefully. It worked great, however.

Is the adhesive crystal clear?

The adhesive is clear, but once you apply it, it is almost impossible for the adhesive to remain crystal clear unless you are using a machine roller for application.
