WHAT IS THE LARGEST DRINK IT WILL HOLD

The nearly Universal cup holder can hold a cup up to 3 1/4 inches in diameter. a safe height would be up to 7 inches.

Will this work on the Electra 7 Power Wheelchair?

I put it on the arm of my power wheelchair and it works great. It has velcro straps which makes it work so good. I have worn mine out.

will this a large 28 once bottle?

It depends upon the shape of the bottle and how tall it is. If it's narrower at the bottom, and not more than maybe no more than 8" tall, then it could work. I was able to put a "purchased" type water bottle in it, and it held. I could put a coffee cup in it as long as the cup had a narrow bottom. I doubt very much if a large 28 ounce bottle would work well for you.
